Your goal here is not to save money, but to find the best worker that fits your needs. Rates and quality of work may not always have a correlation when it comes to outsourced work, but be warned that going for the cheapest work usually leads to poor results. This is especially true when outsourcing work such as writing or graphic design. You cannot measure how well a script has been installed; it either works or doesn't work. However, graphic design and content creation are things that you want only the best workers doing for you.
To find that perfect worker, you'll probably have to sift through a few with trial and error. There is no one site that you can go to for the best service, nor any real secret to finding the best workers. To oversimplify the solution, all you need to do is to keep firing and hiring until you find the right outsourcer to work with. Of course, there are things that you can do to shorten the search a bit. Has the person gotten favourable reviews from happy customers? Is the person easily contactable? There are systems in place to protect both the employer and the employee on freelancing sites, but you still have to be smart about who you hire.
Once you've found a potential candidate to do your work, get in touch with them with your job specifications. If you need a simple task done, you won't need to worry about this part. But if your job requires time and effort, like a complex programming job or a lengthy writing job, then you should either ask them for a sample of their work or for them to do a sample task for you in order to gauge their abilities.
